This is why i said that most games "voluntarily" apply for censorship ratings - they won't be able to sell their games through third party services if they don't.

this is usually simply to avoid liability suits as i outlined with the movie metaphor above. In fact, most major/mainstream sales outlets (for games, a US example would be Gamestop) flat out *refuse* to carry titles that do not have a rating from their own country's censorship board. Most media simply won't be made "readily accessible" if it doesn't have a rating, at least prior to the advent of the internet. However, if i want my backyard-movie to be carried by say, Netflix, then i have to comply with their policies which are going to involve having my movie rated by a censorship board and meeting their requirements. I could film a 2hour movie in my backyard and upload it to the internet or sell it on tapes, and no police would come after me (because i live in the USA.) unless it contained actual illegal content or i could be proved accountable for an illegal act (example: in the USA it's illegal to provide porn to minors, hence why all pornography is in a hurry to get a rating if they're distributing it from within the country). Well the point is, NO media-type is actually technically required to have a rating to self-publish in most non-conservative countries (i can't make a sweeping statement here because censorship is governed by two things: the platform that provides media, and then the law or lack thereof) Just FMI, do movies work the same way and are not obligated to have a rating? If you look through all the indie games on steam, you will actually see that MANY of them have no ratings, and only ones with content determined as "possibly 18+" by steam's personal censorship board may have that rating inflicted on them. This is an indie game, and like many indie games, as such does not feel the obligation to apply for a censorship rating since their majority sales do not pend on having a rating. this helps with sales, which is why most AAA titles have ratings. when a game has a rating, it's because the publishers APPLIED to be rated. Games are not obliged to be rated by any country's rating board specifically. Game ratings vary from country to country, and steam is an international service.
